Plugins needed: Eye Candy 4000/Corona.
Lets start:
1 - Open a new image 600 x 600 flood fill it white.
2 - Open new layer, Select / Select All, Copy and paste the papper blue number 4 onto image.
3 - Apply the mask layer Becky_Mask038 Masks / New mask layer/ from image, mark source luminance, then Masks / Delete.
4 - Paste the round template in a new layer, put the letters love greatest to least as seen in the image.
5 - Paste all the elements and resized as shown in the image, branches with blue flower are two,
Image / mirror behind the girl to 80%, blue flowers behind the template to 35% blue butterfly in the original size, heart and bow to 28%, put the others elements of scrap and girl all ready resized.
6 - Apply a drop Shadow to the elements. I used filter Eye candy 4000 crown. values:
